Contract Proposal for Sewer Lift Station Repair

City of Zavalla



1. Project Overview

The City of Zavalla, Texas is requesting proposals from qualified, licensed, and insured contractors to provide labor, materials, equipment, and professional services necessary to repair the City’s sewer lift station; Location 23220 HWY 69 s Zavalla Texas 75980. This project is essential to maintaining reliable sewer service and protecting public health and safety. 

2. Scope of Work

The selected contractor shall furnish all labor, materials, tools, equipment, and supervision required to complete the sewer lift station repair, including but not limited to:

  • Inspection and evaluation of the sewer lift station and all related components

  • Diagnosis of mechanical, electrical, and/or structural failures

  • Repair or replacement of pumps, motors, controls, electrical panels, piping, valves, or other necessary components must be new parts

  • Removal and proper disposal of damaged or failed equipment

  • Installation, calibration, and testing of repaired or replacement equipment

  • Verification that the lift station is fully operational and functioning properly upon completion

  • Coordination and communication with City of Zavalla staff throughout the project

  • Compliance with all local, state, and federal regulations, including safety and environmental requirements 

  • Must have one year experience in Lift station rehabilitation

  • All parts must include warranty

  • Bidder must have at least 5 year's experience working with Municipalities   

  • Must add emergency power connection (quick connect) for portable generator power

The contractor shall ensure minimal service disruption and maintain safe working conditions at all times.

3. Project Timeline

  • Proposed Start Date: when the winning bidder wins, they will be contacted 

  • Estimated Completion Date: Contractor shall provide an estimated timeline within the proposal

Emergency or time-sensitive repairs may be required and should be noted in the proposal if applicable.

4. Proposal Submission Requirements

All proposals must include the following information:

  1. Contractor name, physical address, and contact information

  2. Proof of current Texas licensing applicable to sewer or utility work

  3. Proof of insurance, including general liability and workers’ compensation

  4. Detailed description of proposed repair methods and materials

  5. Itemized cost breakdown (labor, materials, equipment, subcontractors, etc.)

  6. Total proposed project cost

  7. Estimated timeline for completion

  8. Warranty information for labor and materials

  9. At least three (3) references for similar projects completed

5. Compensation and Payment

Payment shall be made by the City of Zavalla upon satisfactory completion of the work and submission of an invoice, in accordance with the agreed-upon contract terms. Any additional work or costs not included in the original proposal must receive prior written approval from the City before commencement. Before any payment is made by the City they will inspect the work

And approve it upon satisfactory completion.

6. Insurance, Safety, and Compliance

The contractor shall maintain all required insurance coverage throughout the duration of the project and shall comply with all applicable federal, state, and local laws, regulations, and safety standards. The contractor shall be responsible for the safety of its employees, subcontractors, and the general public during the performance of work.

7. City Rights and Reservations

The City of Zavalla reserves the right to:

  • Accept or reject any or all proposals

  • Waive any informalities or minor irregularities in proposals

  • Request additional information from any proposer

  • Negotiate contract terms with the selected contractor

  • Cancel this request for proposals if deemed in the best interest of the City

8. Proposal Submission Deadline

Proposals must be received by the City of Zavalla no later than:

9. Award of Contract

The contract will be awarded based on qualifications, experience, cost, proposed timeline, and the best interest of the City of Zavalla.
