In accordance with the Texas Open Meetings Act, Chapter 551, Texas Government Code, notice is hereby given that the City Council of the City of Zavalla, Texas, will hold a Regular Meeting on Monday, August 10, 2026, at 6:30 P.M. at the above location to consider and act upon the following items: 

1. Call to Order

3. Pledge of Allegiance 

4. Open Forum 

Citizens wishing to address the City Council may do so at this time. Each speaker will be limited to three (3) minutes. 

5. Discuss and possible action on accepting the Regular City Council Meeting Minutes of July 13, 2026. 

6. Discuss and possible action on accepting the Special Called City Council Meeting Minutes of July 21, 2026. 

7. Discuss and possible action on accepting the resignation letter of Council Member Sarah Prestidge. 

8. Discuss and possible action on appointing an individual to fill the vacant City Council seat. 

9. Discuss and possible action on hiring a Water Helper. 

10. Discuss and possible action regarding the City Secretary's one-year performance evaluation and hourly pay increase. 

11. Discuss and possible action regarding a Smart Meter Reading System. 

12. Discussion regarding increasing the Texas Municipal League (TML) membership percentage from 1% to 2%. 

13. Discussion regarding Gold Star Land Services, LLC, presented by Rob Daughtery. 

14. Discuss and possible action regarding Community Service Workers for Municipal Court citations. 

15. Discuss and possible action on setting a date for the Budget Workshop. 

16. Discuss and possible action on Water Rate Study by Jessica Hester 

17. Discuss and possible action on approving Daryl Cheney's invoice for July 2026. 

18. Discuss and possible action on paying City bills. 

19. Department Head Updates

Executive Session 

The City Council reserves the right to convene into Executive Session at any time during the meeting as authorized by the Texas Government Code, Chapter 551, including but not limited to Sections 551.071 (Consultation with Attorney), 551.072 (Deliberation Regarding Real Property), 551.073 (Deliberation Regarding Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Security Devices), and any other applicable provisions of the Texas Open Meetings Act. 

Reconvene in Open Session 

The City Council will reconvene in Open Session and may take any action necessary on items discussed in Executive Session.
