CITY COUNCIL REGULAR MEETING AGENDA

The City Council of the City of Zavalla, Texas, will meet in Regular Session at the above date, time, and location to consider and act upon the following items: 

1. Call to Order 

2. Invocation 

3. Pledge of Allegiance 

4. Open Forum 

Citizens wishing to address the City Council may do so at this time. Comments are limited to three (3) minutes per speaker. In accordance with the Texas Open Meetings Act, the Council may not deliberate or take action on items not posted on this agenda. 

5. Discuss and possible action to approve the minutes of the June 8, 2026, City Council Meeting. 

6. Discuss and possible action on appointing a Mayor Pro-Tem. 

7. Discuss and possible action regarding the scope of duties for Water and Sewer Department employees and employee licensing, presented by Scott Willeford, Texas Rural Water Association. 

8. Discuss and possible action on setting the meeting date for the adoption of the Fiscal Year 2026-2027 Budget and Tax Rate. 

9. Discussion regarding current water system issues, presented by Sue Morrell. 

10. Discuss and possible action regarding Noell Oliver's six-month performance evaluation and pay increase. 

11. Discussion regarding meter readings, presented by Richard Brunk. 

12. Discussion regarding the Texas Water Development Board Grant, presented by Richard Brunk. 

13. Discuss and possible action on adopting a Resolution approving the City's Water Conservation Plan and Drought Contingency Plan. 

14. Discuss and possible action regarding Daryl Cheney's invoice for services for the month of June 2026. 

15. Discuss and possible action on adding a third authorized signer to the City's bank account. 

16. Discuss and possible action on payment of City bills. 

Executive Session 

The City Council reserves the right to convene in Executive Session at any time during the meeting, as authorized by the Texas Government Code, Chapter 551, including but not limited to the following provisions:

Section 551.072 - Deliberation Regarding Real Property 

Section 551.073 - Deliberation Regarding Prospective Gifts 

Section 551.074 - Personnel Matters 

Section 551.076 - Deliberation Regarding Security Devices or Security Audits Section 551.087 - Deliberation Regarding Economic Development Negotiations 

Following Executive Session, the City Council may reconvene in Open Session and take any action necessary on matters discussed in Executive Session.
